At the present time, Pari-mutuel licenses for live horse and dog racing have lapsed and been revoked, however KRGC has licensed Gilley’s to operate as a Historical Horse Racing (HHR) gambling hall since December 15, 2025. The Gilley’s HHR facility is located in Park City Kansas just north of Wichita. The KRGC is currently responsible for the regulation of the Boot Hill Casino and Resort in Dodge City, the Kansas Star Casino in Mulvane, the Hollywood Casino at Kansas Speedway in Kansas City and the Kansas Crossing Casino and Hotel in Pittsburg.

New Information Eureka Downs Racing
With the return of parimutuel racing to Eureka Downs in Eureka, Kansas, the Kansas Racing & Gaming Commission is providing information on occupational licenses and concessionaire licenses under the “Regulated info” section at the top navigation tabs. Click on the Parimutuel Racing link for details on accepted forms of payment, required items to provide for licensing and who to contact for questions on occupational or concessionaire licenses. Links for applications pertaining to occupational or concessionaire licenses can also be found on the Parimutuel Racing page.
Appointments can be made to turn in your occupational or concessionaire license applications in the Topeka, Kansas office starting on Monday, August 3rd, 2026, through Thursday, September 24th between 8:30 a.m. and 3:30 p.m. For more details refer to the Parimutuel Racing page link above.
The Kansas Racing & Gaming Commission will open a licensing office at Eureka Downs two (2) weeks prior to the first race weekend. The office will open on Monday, October 5th, 2026, to start accepting occupational and concessionaire license applications. The office will remain open during the race weekends starting October 17th through the conclusion of race weekends. A payment of $100 for the license fee will be required. Payments will be accepted in cash, personal check, cashier’s check or money orders. The Eureka Downs licensing office will be open on the dates and times listed below.
Applicants will be able to go to that office to submit occupational license applications and concessionaire license applications, pay license fees and have their fingerprints taken by KRGC staff.

Pursuant to K.S.A. 60-4127 all Kansas law enforcement agencies are required to report asset seizure and forfeiture information to the Kansas Asset Seizure and Forfeiture Repository. This information is reported to the Kansas Legislature in an annual report.
